Buyer claims that she never received package-mail ...

Hi. I am really hoping someone can give me some advise and guidance to help me handle this situation professionally and fairly. I sold a pair of sandals to a buyer. Buyer paid for this item on Feb 27, 2011. She messaged me a month or so after the transaction and claimed that she never received her item. I thought this was odd, as my shipping and delivery to it's destination never took this long in all of my years here on Ebay. I told her that I would check in with my local post office, and recommended that she do the same. Postmaster told me that package wasn't at the local office, and wasn't returned to there due to problems with the package. I responded to my buyer and explained what I found out on my end. I asked her if she had gotten any resolve from her local post office. She told me that the clerk at the post office had spoken with her mail carrier, and the mail carrier did deliver the package, but due to the fact that she wasn't home, the mail carrier then took the package back to the post office. Then that mail carrier went on vacation, so no one at the post office had any further information for her.  She then messaged me asking for a refund. She also said that she went there and angrily told the clerks and supervisor how unprofessional that office was and verbalized her disappointment. Now I will gladly make this situation right by issuing her the refund, but how do I know that she isn't trying to get her item for free? This has never happened to me before. It isn't a huge amount of money, but I work very, very hard selling just to put food on the table for my family. I don't want to be deceived either. Help please!!!!!! Thanks! ... View more

Note to Craig (cs32cj23)- Congratulations on winning your battle (with cancer and its horrific side affects, both to you and to your whole life)! You meet every qualification and expectation to rightfully and deservingly label yourself a true "SURVIVOR"!!!!!!!!! You're an incredible person and your story is one that anyone can look to for inspiration to "HOLD ON". Ok. Back to the topic-I'm VERY confused now because first I was told by paypal customer service that the new "holds policy" is been placed on different sellers totally at random. She continued to reassure me that ALL I NEEDED in order to have my funds released was a delivery confirmation. I called paypal a couple days later and spoke with a cust. rep who told me that the random selection for fund holds was not, in fact,  random. It was due to me selling "high risk items". Now, I sell jewelry, but not incredibly expensive items, just a hobby that keeps my mind off of feeling useless because of my recent unemployment.  I also sell DVD's.  And I sold some lingerie . High risk?? (I could make a joke here but I won't). Oh, it must be the one single battery charger I am selling that has placed me over the top and necessitated my being placed into a  into the high risk category.  What!!! And I was just notified by paypal (some message on top of my account) that even after delivery confirmation I STILL HAVE TO WAIT 3 days!!!  When did this come about?? I want to become employed by paypal so that my job's duties included sitting around scratching my a**, trying to figure out new loopholes for sellers obtaining use of THEIR money!!!!!! The first and original paypal rep told me upon proof of delivery, my funds would be released IMMEDIATELY. How unprofessional! WOW. Another filthy lie from paypal. I called paypal and questioned what would happen in cases like this (as I am in an open dispute for an item I paid for and never heard from the seller again. No merchandise, no refund, and no responses to my emails. It has been 3-4 weeks now. I was told by an ebay customer service rep that in situations such as this, there would NOT be a hold once my dispute was settled and I was issued my refund (finally). I repeated back to her the answer that she had given to me to verify that I understood and heard it correctly (it was hard to understand her strong accent). Again she verified what she told me. Does anyone know any other  buy/sell auction websites besides bids.com, police auctions and overstock.com auctions?? I'd really appreciate the info! You know, I just started selling on ebay about 2-3 months ago to supplement my fiance's income. I lost my job and selling on ebay does help alot with buying household necessities. It was so nice to know that I had some type of control back and could somewhat help provide for us and our kids. When I saw a lack of money approaching (which is often!), I'd get on ebay and know that if it sold, i'd have the money immediately. It gave me peace of mind and something to boost my confidence as a provider a little. Now, there's no telling when i'll get my money. I've been pretty bummed out since paypal decided to dictate when our money was going to be distributed to us. That may sound kind of silly, but it's the truth. I've met so many great people here also. Now what will my buyers think of me when I have to beg for feedback ASAP, or try to explain that I honestly don't have the money to front for shipping fees in order to send them their items? HOLD ON. I was told by a paypal rep early yesterday when I had called that this F*** up 21 day hold policy was just for the Holidays! She also told me that the sellers that are having their payments held is chosen by random. No other reason. She added that if I can provide delivery confirmation or have positive feedback given, my funds would be released immediately. I agree with those who stated in prior posts, dump paypal until they come to their business senses! This "add on stipulation" was NOT part of the agreement that I signed when joining paypal. Who the *()* are they to just out of the blue say "Now we hold sellers hard earned funds for 21 days".  They CANNOT do this to us unless WE LET THEM!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! ...
