I bought an item on Ebay, the item was not as described. I requested to return the item; and the seller agreed to issue the refund. I shipped the item via UPS with insurance and signature confirmation. But UPS did not get her signature (But they are investigating the case now to make sure that the seller received it). The seller took advantage on this and didn't issue me the refund; and Ebay close the case favoring her side. I opened a case in paypal hoping that paypal will review the case. Paypal ask me to wait for 2 days then they suddenly closed the case with the message "This case has been closed because you reached a resolution with your seller.". In fact I never have a chance to communicate with the seller since I open the case with Paypal. Why does paypal just close the case without asking me for any opinion, additional proof, explaination or any thing else?
