PP did not accept my three digit number on back of...

I was just reading all the comments on Paypal's insane restriction on mailing to PO Boxes.  What idiots.  I can't believe they are trying to say most ID theft occurs with PO Boxes....where you need a key to get into the box, where you have to show ID to pick something up at the counter.  At least in my and most of the posters worlds.  Now, I tried to apply for the Paypal debit card and was told the three digit number on the back of my card doesn't match my card.  Excuse me...I'm holding it in my hand and reading the number and typing it in!  Now this is a bank debit card a VISA, which I can also use as a credit card.  I have NO credit cards nor do I want them.  I want the PP card to handle the shipping charges on my ebay sales (I refuse to use ebay's shipping costs, I always manage to save money if I just go to the PO and look for the best option).  Does anyone know if PP doesn't recognize BanK of America debit cards?  And BTW, what's paypal's actual contact info...phone/address? ...
