Just sorted my problem by phone to PayPal, so I thought I would share. It took about 15 minutes to get through. Guy on the other end took my details, and I told him my situation (post above). He said I would receive an email shortly, which I did. Although my business is a partnership, the email asked me to go to my “Profile” and update my business details as follows: Select “Sole Proprietor” and enter 000000000 in the VAT section. Verification is now sorted, hope this helps anyone else out there

Hi there, Paypal have been insisting on having a company number for our partnership business. But because we are NOT a limited company, we do not have a company number. The only number we have is a tax reference number for our partnership business. I have tried entering our tax reference number, but it was refused. We have tried the instructions Paypal sent us, and tried filling in as "Sole Proprietorship" even though we are a partnership, but this then insisted on a VAT number, but we are NOT VAT registered. Very frustrating! Hope someone can help
