Found it,  Go to Paypalcredit.com then click on "Manage" located at the bottom right, this will take you to BillMeLater account.  I just made a payment a few minutes ago....  I hope it works for you... @planetmort wrote: I have been trying to make a payment all morning, and none of the advice here works. I am going through the same thing and you are right it might be best to use a credit card to make all payments and let Paypal get screened by the credit acrd company about why they need payment twice in order to release your refund that is on a temporary hold!  Thanks crazycatzmeow for making me see the light. ...
