I too am experiencing this problem, which is causing awful problems as I sell a 'digital item' on eBay. I am eventually getting the notifications, but about 20 hours later. Yesterday - Paypal had the cheek to open a 'notification of item' not received case against me. I emailed informing them, that they had not notified me of a sale - but am yet to receive any reply. This problem, could end up being a very expensive for me and my business. I wonder if Paypal is going to offer any apology or compensation for loss of earnings. The least they could do is waver their charges!!!!!! I doubt that will ever happen.
