Hi, I have tried numerous times to get approved for Bill Me Later. And been denied. .. Do i have to enter the credit card holders name and info on the approval form instead of my info??? I used my mother's credit card to get setup with paypal a long time ago. Please help! Susan~

Paypal is driving me insane. They keep having to verify my identity. First time was when I tried to apply for a Paypal Debit card. They requested - *Photo ID *Proof of Address *Proof of SSN I provided all these things. I DO NOT have any utility bills in -my- name to provide proof of address like they request but the Photo ID covered that. All was well and my account was restored back to usual working order. Then recently I was looking into the 'ADD MONEY' feature and when I clicked on that to explore it they freaked again and limited my account. They requested the -same- info as before. However, this time around the Photo ID did not cover the 'Proof of Address' non-sense. They are requesting a utility bill in my name which I have no bills in my name currently. My question is : what the heck can I send in to provide proof of address when I don't have bills in my name currently?? Thank you!

Ok thank you! Im sorry to ask another another question thats slightly off topic. But the refund issue doesn't have anything to do with my account being unverified does it? A good time ago I ordered something from walmart and paid with paypal. Paypal said I reached my sending limit and the payment supposedly didn't go through. Yet it was deducted from my account and wal-mart confirmed the payment and all was well... So does that mean I really don't have a limit?

I had sold an item from my etsy store back in april. The item didn't reach its destination and was sent back to me many weeks later. The buyer who originally bought the item filed a dispute on Paypal and their payment to me was being temporary withheld. I could not select any of the options available to settle the dispute because none applied to this situation. A refund was automatically issued and while I was emailing the buyer back and forth. The dispute is still going on that says it requires my action. Here's the problem. The buyer claims to not have recieved the refund even though the money is no longer in my paypal account balance and it claims I have sent the amount to the buyer. What's the deal here? And do I HAVE to be verified even though it I recently purchased a camera and it said I reached my sending limit yet the payment was still issued to wal-mart (where i got the camera from)?
