I'm having the same issue. I used a MoneyPak card to load funds in order to pay for a couple of eBay purchases, and now suddenly I cannot make a payment because my account needs to be verified. It's too late tonight in order to reach Paypal, but you can be sure I'll be calling them first thing tomorrow morning. I've been a PayPal /eBay member since '97, but I no longer have a bank account to link my PayPal account to. This is seriously ticking me off.
