PayPal.Me NOT WORKING for people without a PayPal ...

I am involved with a non profit that presents live streamed concerts (http://www.strings.org/home/livestream). We have a PayPay.ME button on our site but it does not seem to be working properly.   It is my understanding that people do not need a PayPal account in order to donate via the PayPal.Me button. However, it has been reported to me that people without a PayPal account have been unable to use the button. When they click on the button, they are taken to the PayPal site where the site asks for an email address or phone number (so far, so good). On entering the email address (or phone number) they are then asked to enter a password, which, of course, they do not have (they do not have a PayPal account).   Is it a requirement that, in order to make a donation, people must have a PayPal account (I have read the help files and it would appear that they do not have to have an account, but yet it is not working on our site)?     Thanks for the help. ... The United States is a restricted country????

After years of using Ebay/Paypal with only minor problems, I now face one that is treatening to end my Ebay and Paypal use. I seem to be having trouble getting enay and paypal to "talk" to each other.   While attempting to pay for a Ebay purchase using a credit card, i get the following message:   "We were not able to process your PayPal payment because of a restriction on your account. Please contact PayPal customer service for further assistance. The country associated with this account has been restricted. Please try to change the address or the country on this account to complete payment."   The country in question is the United States(!!).  Note that I get this message regardsless of the card I try to use (neither of which  has any restrictions on them and I can use them to make other on-line -non Ebay/Paypal- purchases). I called Paypal support. Not much help. (On the plus side, I got a live person right away.) The gentleman said they were no restrictions on my account and he could not find any problems with my account. He recommended that I get in touch with the seller and arrange a different payment method, but that isn't an acceptable answer for me.   I've used this same card numerous times with paypal and nothing that I know of has changed,   So, what gives? ...
