For anyone stuck with this problem , download the Paypal app for smartphones or Ipad and do the withdrawal from there , it works evn when everything else fails , including clearing cookies , cache , diffrent browsers etc. and the /wdraw link , try the app it works better , hope this helps some people , not  nice situation to be stuck in . ... I am one of the largest sellers on Ebay in Portugal and use Paypal for direct webiste payments as well for 2 days now the same issue , I run this business on my own and my customers require this information . I have already had a customer report an un shipped item when it has been shipped and funds relating to that transaction alone held , I thought Paypal had better Tech guys thah this , I have health issues and this is no joke for me . ...
