I pride myself at being good at spotting these things, and it took only one dispute with my canned response from them to figure out that Paypal *IS* the scam.  Yes, you have fraudulent buyers and sellers, but their business model allows that and them to make money whether these people are honest or not.   They have ZERO interest in actually helping anyone. ... They don't bother.  Any check box you tick in your original claim can give them cause to immediately close and ignore it.  Your denial is simply tailored to your checkbox selections.  If you think I'm kidding, try disputing something else for fun and see what you get as a Paypal response.   They have ZERO financial interest in protecting their customers.  To refund a claim means they lose their commission on the sale.  Though its miniscule, just a few dollars, it is still not in their best interest to properly resolve claims. ... Just happened to me as well, but their excuse was the opposite.   I paid for 6 months of subscription service, received 3 days, and then the website and VPN security service just disappeared like a fart in the wind.   Paypal says I'm liable for the full amount, although the owner of the website and all his affiliated websites just disappeared off the face of the planet.     ... Repeat after me, Paypal IS the scam.  It is the gatekeeper that takes a cut of the cheese no matter what.  They have no interest at all in seeing that a service or good is properly delivered, they just facilitate payments.  Ebay is the exception, as their customers need to be kept happy so Ebay doesn't go shopping elsewhere for services.   Their policies, in general, are generally non-sensical and ripe for being gamed in this way. ... Paypal Fraud

Recently I purchased a 6 month subscription to a VPN security service, about 5 days ago or so.  The service had a good record and had been up and running for almost 3 years already, and around 15,000 concurrent users.   3 days after I paid for the subscription, the website disappeared.  The VPN service likewise stopped working.  Their support site, separately, also disappeared.   I filed an immediate claim with Paypal.  Their response was that it fell under 'item not received as described' and they would do nothing about this.   I paid for 6 months service, received 2 days of service, and the transaction was fresh enough that it could probably still be blocked and refunded.  Paypal has given me no way whatsoever to dispute their fraudulent "resolution" in the matter.  There are no appeals apparently that work.   Buyer beware.  Paypal already got their cut of the money, its not in their interest at all to actually help with fraud.   Though I can't be sure I'll never use this service again, as some needed services may require it in the future, I will do my utmost and select other options for payment if at all possible.  I think the actual scam here *IS* PayPal.  Unless they can come up with some financial reason to actually help you dispute a claim, there will be no real ethics in this.  They simply have no financial benefit to helping their customers. ...
