Olivia, After all this time and all the customer complaints I find it incredible that you are missing the point. I sincerely doubt that really could be, My bank is functioning normall thank you very much.   I am functioning the way I always have with my eBay purchases. Your sad attempts to blame the victim may make you happy but they will never solve the problem.   I made a $500 ++ purchase on eBay.   My credit cart has a rating of way over that amount. My US account never has much more than $100. in it. I have the Visa approved in my PayPal account.   The money is readily available in that  Visa account. The eBay item I was purchasing clearly states that it accepts credit cards with pretty graphics promoting that function.   Everyone on this blog is fed up with this lie.    You have no right to make 2  ( I repeat TWO ) attempts on our bank accounts and cost us NSF charges to avoid the % that the credit card companies take.     Either paypal uses credit cards or it doesn't.     I've owned a business and the credit card percentages are low for big companies so ystop this nonsense.   Blaming the victim for  this hypocracy is just crazy. Paypal changed the rules or just got greedy and Paypal owes me $75. I'd even accept that amount on my Paypal account toward my next eBay purchase.   It would certainly be a revelation if that ever happened but that is what would be fairest to maintain this customer. MrHozer, I have exactly the same compaint.  Paypal jerks you around, at your expense, before using a credit card. Why don't they just take the credit card logos out of their listings if they are so determined not to use them except as a last resort. My bank charged 2x$35.= $75.in NSF fees  I purchased something well over the existing bank balance and ticked the visa account registered in my Paypal account.     eBay or/  Paypal : went twice to my NSF bank account before they took the funds from the credit card as requested, My US account is now just about drained, Contacting customer service is a joke. It seems there are three placed in the purchase where you have to tick Visa or eBay wants to use your bank account.  They say I missed one of the ticks for a credit card.    And the first NSF attempt didn't clue them in so they tried AGAIN and then used the requested credit card,   I find that to be fraudulent on Paypals part,   I knew,& Paypal Knew there wasn't enough money there  and the requested credit card they did use finally, as they should have without any extra "ticking" from me.   Since I knew it couldn't pay for the larger priced purchase I used the visa option and I want Paypal to reimburse me that NSF money. Well Olivia I'm really confused now. An eBay account for paying????? There was an eBay account system when I began years ago but it became unmanageable as eBay took over  Paypal.. Using Ebay is no longer what it was now that there are  these Paypal problems.   I paid $75 charges to my bank which I figure Paypal owes me.  We're just SOL.   You are right there are a lot of other alternatives and although I've wanted to make a few purchases I find myself reluctant to do so.     Did you notice the advertising "Paypal can keep a secret."   They sure got that right!!!!.    They have Credit card usage front and center on all the eBay items but just try to use one.  ... AC After conversation  with Holly at Paypal and reading Olivias vague responses I think the truth of the matter is that Paypal  HAS TO HAVE a bank account in your funds source to be sure you are legitimate. Beyond that I believe from my experience and others  that  they are being very dishonest in not allowing you to chose your Visa.      #1 they don't want to pay the % that credit card charge.   #2 they want you to open a Paypal credit card account .   #3 leave large amounts in Paypal .     I think that their arrogance was evident when they refused to allow payment to Wikileaks.   It is now an arrogant and politcal company owned by ebay.   It really is too bad as I did enjoy using both for some time. Olivia, Your response was less than helpful. Paypals refusal to use a credit card is extremely missleading. Many sellers seem to say they accept "Paypal Only" There are adverts for credit cards within their item descriptions and you can click on the credit card of your choice. I had not the funds in my bank account because I was purchasing a more expensive article than usual and I have a $30,000.00 fully paid up credit card so I use it.   I believe your behavior ist fraudulent to be advertising the use of credit cards and trying 2 to 3 times to withdraw from a bank account that comes up NSF.    I'd never had an NSF in my account previously and until I got my bank statement I was completely unaware that I'd had to pay $75.00 NSF fees.   You'd been requested to use the Credit card option approved in my Paypal account.     I'm now in the position of not being able to trust paypal to use the correct payment method...no real way to check or even correct paypals thinking and therefore unable to trust to making any purchase on Ebay using paypal.....unless of course I am willing to take the chance on having to pay another $75.00 in overdraft funds.   Your lenthly response was anything but reassuring.     I'm really sorry because I've really enjoyed using ebay but will have to contact the sellers directly for payment options before I will bid.     Can't tell you how sad that makes me.    I think Paypal owes me $75.00 in NSF fees.      Your explanation was nothing but a bunch of rather poor excuses.  "complex statistical models", "specific funding sources may not be available", "allowed by the security models at the time".   could you really get much vaquer. I have NOT tried this yet and worry about losing $75 by giving it a try but a nice girl (Molly)  at Paypal has told me how to make a visa payment. If anyone does this successfully please let me know. #1 - Instant payment can only be done from a bank account. #2 - You can not have a Visa Paypal account - It must have a Bank account as main funding source. #3 - When you make a purchase there are two confirmation pages as you make your Paypal payment - You MUST be sure to click on the last 4 digits of your Visa or credit card # which has alreadty been enterered into your Paypal account and approved.   REMEMBER  You must check the 4 diget visa numbers  TWICE on BOTH paypal confirmation pages.   That is from Molly at Paypal.   Hope it works.
