File a claim w/ paypal. I ordered june 20th had to file a not received claim, July 30th, no response and a fake tracking # was provided, paypal closed the claim. I received some fake plastic enlarged thing. I had to re open the claim, but this time a "item not as described" claim; seller suggested me shipping it back & then I'd receive a full refund. I called paypal and explained the situation, and said if I ship it back, it will not be at my expense and wondered how do I know they will be honest and live up to their promise. Paypal resolution center had me file a ic3 claim (Internet Crime Complaint Center (IC3)) and refunded my purchase price. Took sometime but paypal was great and backed me up.
