Hello, I disputed a billing issue early on due to the website being a scam, and no invoicing or response from the seller. PayPal denied the case, and I am now blocked from filing the next obvious claim; not receiving item. I tried emailing service@paypal, and complaint-response@paypal, only to get automatic responses to try the message center and here. The message center is pretty much worthless after hours for this type of support I am requesting. Is there a way to actually contact PayPal via email? They respond say there is a way to email in the Contact Us area, which I do not see. They talk about the messaging "it's like a text", no, that doesn't work. Is the complaint-response@paypal affiliated with PayPal, because they claim I am writing to them from an unregistered account, over and over, no matter what proof I send to them? I know, a lot of questions, but I don't' understand why PayPal represents scam websites, then treat customers since 2003 like crap? I should be able to file a new case for not receiving an item, but I can not. I even sent additional information to the first Billing dispute, but still denied. I do not think a real person is reading any of the information? They don't have any option to call back, and I prefer not to wait hours on the phone, only to be told to use the tools...that don't work!!! What do you think? Thanks.
