This is the 2nd time it happens to me. Each time PayPal costs me money. Their tech support is not helpful. However this is the 2nd time that they promised it won't happen again. The problem is I need to use a credit card without a transaction fee when I pay in foreign currency. My preferred card is set up because I paid. But Paypal ignored the setting and charged to a different card, causing me extra fess. Their response is basically "That's the way it is."
