@kernowlass thanks for your reply. As you say Paypal is country specific, hence my attempt to create a new account for use in Australia. I don't think I need to close my UK account, as I will continue using that when I am in the UK. I've been investigating further. I found that Australia has a public database of numbers (IPND) that may be used by organisations to validate customer phone numbers. I have contacted my mobile service provider to ask them to confirm they have added my number to that database. It would be ideal (but perhaps optimistic to expect) if someone on the Paypal side could confirm that they have the latest information from IPND.
