Thank you for posting on this topic. What Paypal is doing is totally discriminatory. Much can be found on the topic online. I'm also connected via social media with people in Gaza and the West Bank, and many are reporting this problem. Meanwhile, Paypal has no problem with allowing its platform to be used by illegal West Bank settlers and to expand those settlements, which are illegal according to international treaties and law.
