I know I'm a few months after this topic was started but just wanted to confirm that it is permanent and there is absolutely nothing you can do about it. I've had my accounts, 1 business and 1 personal, banned for over 4 years now and my son was also banned the same day. We both have the same name and so PayPal must have assumed that we are the same person using separate email accounts. Not only did they ban my son and I, but the household is also banned as my wife can't open an account because we share the same bank accounts and home address. You are also banned from purchasing from a retailer who ONLY uses PayPal as a payment gateway, which seems inhumane.
