Yes this is correct. You may need to provide birthdate and driver's license info and then be approved. After I did all that (I can't remember exactly all that I did) then I was able to enter my claim code and my birthdate and there was no error. The form did still put in a / mark between the digits of my full birthdate. I am disappointed that on this screen an error message does not pop up to say "please register your personal details with PayPal in order to use this service." A simple message like that would have saved me and the customer service help desk a great deal of time. Thank you!
