YOU SHOULD report bad buyers and seller to Ebay, Ebay does suspend bad buyers as they are a hazard to Ebay seller community if the buyer files too many disputes. A buyer in rural MExico buys many low priced trinklets on Ebay and sellers ship first class with no tracking and mail in MExico is not reliable,so she files item not received and win. Eventually Ebay suspended her buying privilege as she is a hazard to sellers,but she can sell ,just no more buying !
