I recnetly had something similar happen to me. I decided to cancel an preorder that I made in July of 2022 in April of this year from a vendor that I have used for years. I got an email from Paypal saying they had refunded the money to my bank, but the money never showed up in my account. I then found two cases open in my PayPal account. One was for the NRD for the preorder the other for the remainder of the cost of the product. My vendor has locked my account and I can no longer access my existing preorders or order anything new unill these disputes are cleared by PayPal. My bank never initiated any dispute on the refund. I did not initiate a dispute on the refund. The vendor did not issue a dispute on the refund. Yet, it is still there. I am told it will take a minimum of 60 days to process this. I have tried to contact PayPal, but all I get is a robot that can't help me with my problem. What do I do?
