@Johnniejamman11 Paypal covers you for non receipt of the item which you would win if your seller could not provide trackable proof of delivery OR they cover you for item received but not as described. You should not open an item received but not as described dispute until you have actually received the item as once you have won the claim you are only given 10 days to return the item back to the seller (at your own expense) and provide paypal with a tracking number to prove to paypal you have done as asked and returned said item. If you don't follow the process as per paypals buyer protection policy then you would need to sort it out with the merchant yourself.
