Some sites don't make it clear that you're setting an "automatic payment" (not necessarily a recurring payment, but a standard payment for that site). Your list of payment accounts available to be selected for "automatic payment" is controlled from within your PayPal account. Check Settings --> Payments --> Automatic Payments --> Manage Payment Methods.
