I don't know why PayPal won't fix this; it's been a common issue for years. Go here: https://www.paypal.com/businessmanage/credentials/apiaccess Depending on your site, click Manage API credentials (most people probably have an integrated one eg NVP/SOAP API integration (Classic) If you can't see the button to Renew Certificate, you must have an expired certificate (as well as a 'live' or current one). The expired one will need to be deleted; once you have done that, you can add a new one.
