@adam_0031 Sadly you can't close a permanently limited account. Paypal limits it to stop you removing anything from it. They don't want you to be able to use anything linked to it to try and open another Paypal account. Its you that has been banned not just your paypal account so if you open another account you may be banned again so your best bet is to reach out to customer services and ask if they will allow you to open a new account. However you won't be able to use anything linked to the old banned account.
