I got told the same by customer services ie to try some troubleshooting like clearing your cookies, history, cache, etc. from your browser or try using a different browser/device, but it never worked. I feel this is just a stalling tactic by Paypal to hold onto my money. I am very unhappy with the service and hope its sorted soon.
