Why won't Paypal accept payments on my store

I am in serious confusion on where we can be going wrong.   We sell gift related products on our store and products that can be tobacco-related, however we do not sell tobacco products on our website, which is what we confirmed with Paypal prior to setting up the accounts with a Sales rep who also confirmed we will not be rejected to sell with Paypal.   Fastforward couple weeks, I wake up to Paypal no longer accepting payments on our site due to going against their Terms of Use.   Tried troubleshooting this and getting help, but we have no movement on it.   I am in extreme confusion, because there are similar sites selling on shopify and other platforms who have been accepting PayPal for a long time.   Keep in mind, they sell the same products and do the same business as we do, but we have been rejected while they had been approved.   What am I missing? ...
