I have just had this issue. It seems that PayPal are requiring account holder to reverify their identity and if you don’t (although no email was sent to me to do this!) they decline transactions. I contacted an agent through their message service (on the Contact Us page), which is a AI Bot, but just say you want to connect with a live agent. Was handled quite quickly.  ... View more
