I guess that as you must have withheld information when the account was set up PayPal would view that the original account was set up fraudulently, however, I would have thought that they would be open to speaking to you to resolve the issue of the frozen funds, have you tried speaking or writing to them? Also your guardian may have some success if they got in touch via the help line with PayPal, as long as the funds do not transgress any policies like money laundering etc. I would write to them explaining the situation and open dialogue to start trying to sort it out.
