I've been having the same issue with my invoices so I called PayPal. The lady looked the issue up and told me that, before I can record the payment, I have to SEND the invoice off to my customer. I always hand deliver my invoices with the customers orders, so now I have to email the invoices, send a message to the customer saying to ignore what is being sent (they pay me on the spot, typically) and then it will allow me to record the payment on the website. This is something that PayPal just changed in their system and, at least for the way I do business, is a pain in the you know what.
