I'm seeing the exact same behaviour with webhooks in our Sandbox account. I've subscribed to be notified for all events and the webhook simulator works perfectly(my webhook listener receives the simulator's events within 1 min of firing the test event). However when the objects(example Invoice, subscription etc.) are created/updated/deleted in an actual sandbox env, no notifications are received by the listener. The webhook events dashboard is also empty(likely suggesting that the events were not even sent out by Paypal). I have waited for almost 1 day now but no events.
