Same issue here. I have been transferring funds back and forth between my PayPal account and my E-Trade bank account for several years now without any difficulty. This cryptic error message — "We're having trouble with this transaction; try again with another credit card or bank account" — started showing up approx. two weeks ago (circa August 15, 2023) and is as yet unresolved as of August 28, 2023. Interestingly, I can still transfer funds from PayPal to E-Trade Bank without any difficulty; it is the attempted transfer from E-Trade Bank to PayPal that is causing the error message above to show up. UPDATE: I have also experimented with transferring funds between my PayPal account and my RedCard Reloadable account. Once again, the transfer works only one way: I am able to transfer funds from my PayPal account to my RedCard Reloadable account but NOT from my RedCard Reloadable account to my PayPal account. I hope tech person from PayPal reads this and looks into the matter.
