Thank you for the assistance. Your response was very helpful to help me realize why I could not find the right location to do this change. Because the personal PayPal account that I am registered with on developer.paypal.com is from outside the US, the "default" sandbox account that had been created for me in the Developer Portal was also created with country set to "my country"/something other than the US. When I tried to follow your suggestions, there was no selection for Non-Profit in the Business Type dropdown (probably because non-profits are only supported inside the US). Once I realized that there should be an option for Non-Profit in that dropdown (I had looked at it previously) it quickly became apparent that I probably needed a US sandbox business account. Once I created a new sandbox business account, with country selected as USA, I was able to follow your instructions and it has solved my issue.
