I got this response from customer service and it may apply to you as well. Once you purchase crypto it does have a processing time of 72hrs on it before it will allow it to be transferred to a external wallet. You can run into these processing times for crypto from time to time just because PayPal is not setup as a trading platform yet. This restriction is only restricting the transfer to a external wallet for the crypto and is not blocking the buy/sell of crypto on the account. an.
