Seller's money put on hold. Refuses to ship item till he sees the money. Paypal needs shipment delivered to release money. How to break the deadlock? (Rather at this point, receive a refund since I don't want to have anything to deal with the seller). Given that it has not yet been 21 days, it doesn't show up in Transaction History either but the money has been debited from my bank account.
