I'm getting these emails as well. I did manage after waiting some hours to get a customer support person on chat and they weren't able to offer any real insight beyond checking that these weren't older, unused bank accounts. But none of these accounts were showing up in my "Wallet." The emails don't bear any of the telltale signs of phishing: they seem to be coming from a verified [removed] email address; the headers look legitimate (sent over TLS and bearing a DKIM certificate); and the links in the email all go to paypal.com urls (I haven't clicked any of them). The one odd thing is that the emails don't include my full name as it says in the email footer that they should.
