I had the same problems since i week, it's a big problem i always receive the SMS but this last 4 days is a complete mess-up, even the support when the tried to call me the can't reach me, i end up asking them to remove the 2FA verification from my account so i can login. Hope they fix he problem soon, and it's better for PayPal to use phone numbers on the same user countries to send 2FA code, rather than use international one.
