Yeah I'm having a similar issue. I got a prepaid Visa card for Christmas last year (A regular gift request for me since it's more convenient than cash… Well, it was until I started having this issue), and just recently went to activate it, running headfirst into this nonsense. I have the security code correct, I have a pretty good guess for the name on card (it's either my name or the name of the person that gifted it), what more could I possibly need? How am I supposed to verify this? I had a similar issue with the gift cards I received for Christmas 2022 and 2021, but back then I assumed it was because those cards were American Express (Yeah it happened twice, because despite my efforts to correct them after the first instance, the gift giver, my landlord, got me the same brand of card again). I really hope this can be resolved. Besides this issue with my Christmas gifts, I was hoping to start paying for my regular subscriptions via prepaid cards as it would be a few less line items to manage on my bank statement… But this kind of negates that convenience. PS: I just want to point out that PayPal's reputation is based largely on its ability to allow me consolidate my funds and transfer money conveniently. This is not convenient or consolidated, so PayPal's reputation is beginning to trend downward the longer I struggle with this. The fact that pretty much any POS terminal would allow me to swipe this exact card with much less hassle is... humorous, but ultimately beside the point. I want to use it for online purchases, ideally anywhere that accepts PayPal.
