Im glad nobody has replied to this because it means its not obvious 😂 same happened to me and it doesn't make sense that a capture's status would be COMPLETE when payment instrument is DECLINED. Happens with Google Pay. @Mastir did you ever discover supporting documentation for this behaviour ?
