If you message paypal about the promo and you've spent $5usd or over, you will qualify for this promo, but you'll need to send them a message in business hours, I did so, but I also did a bunch of other message forms like refund out of desperation which lead to nowhere, but it seems messaging them in the chat bot and sending the chatlogs to a rep is the way to go, got resolved within 9 hours. Seems to be buggin.
