You can try this (worked for me) Install the paypal app on your phone. I logged in withtout having to confirm with a phone number. Once there, you have to go on your setting and "confirm" your phone number. After you confirm your phone number, it will be unlocked and you'll be able to login from anywhere with a code sent on your phone.   Hope it help! ... View more
