I bought something from private person. Sent money and he sent me back pictures that payment is on hold (we noticed something unusual with this payment. To protect your account we will refund transaction to account holder in 24 hours.) After that he sent another picture that he can't refund it (issue refund - you can't refund this payment because it is already in process of refunding.) Is it scam or is it legit?
