Thank you for your post and welcome to the PayPal Community Forum.
It sounds like you are referring to some PayPal Vouchers. When you receive a PayPal Voucher, you will also receive an email with the terms and conditions of this voucher. You will be able to apply the Voucher during their next checkout experience. It is not possible to transfer the voucher to another PayPal account or use it to send money to another account.
