Hey, I had the same issue - for one of my cards I could not change the currency conversion on none of the associated automatic payments - tried removing/adding the payment, removing/adding the card - nothing helped. Then I decided to give the mobile PayPal app a spin; lo and behold, I could change the currency conversion on all automatic payments through the mobile app.
