I just made a PayPal Pay In 4 Payment for an Invoice with a Merchant. PayPal said it failed to process the invoice, but still took my first installment for the PayPal Pay In 4. What can I do? I see the PayPal Pay in 4 Pending and the money was tak en from my bank account this morning, but the payment plan hasn't registered and the merchant says they haven't been paid.
