In my case my Paypal account is showing the refund from the retailer as paid to an expired debit card, for which I have a new card, but, 6 working days later, it hasn't appeared in my bank account and my bank says they have no record of it. Both the bank and Paypal say that the fact that the expired and replacement debit cards are associated with the same bank account (which I've had for over 50 years) means that the refund should go though without a problem. Could it be that I just need to give it more time to go through?
