It sounds like the website you're using is saying your PayPal account is not verified. Verification can be accomplished by adding and confirming a credit or debit card to your PayPal account. For customers in other countries, the process may involve adding and confirming a bank account, but customers in the United Arab Emirates are asked to add and confirm a card.
