Hello PayPal Community and PayPal Team, As you may know, Kosovo is a new country, so far recognized as independent by most members of the United Nations, including the United States, the United Kingdom and most European Union countries was recognized. Kosovo has also become a member of intergovernmental bodies, including the World Bank and the IMF. Major internet properties like Facebook, Dropbox, LinkedIn, W3C and Twitter have now added Kosovo to their menus. Kosovo's independence was legally confirmed by the International Court of Justice (ICJ). On July 22, 2010, the ICJ concluded in its decision “that the adoption of the declaration of independence of 17 February 2008 did not violate general international law, Security Council resolution 1244 (1999) or the Constitutional Framework. Consequently the adoption of that declaration did not violate any applicable rule of international law.” (see paragraph 40of the Court's decision: https://www.icj-cij.org/en/case/141). The clear wording of the International Court of Justice, a main body of the United Nations, is the main reference when it comes to issues related to Kosovo's statehood and its place in international relations. Kosovo has one of the youngest populations in all of Europe. Kosovo, as a young country, is rapidly bridging the digital divide facing its citizens, institutions and businesses. Today, 96% of Kosovo households have a broadband Internet connection. Our youth are leading the rapid spread of the use of all forms of digital media. As for right now, we cannot perform and, or even use these options: Sned/Receive/Withdraw money from/to another PayPal user; Use our credit cards that were issued by Banks in Kosovo; and Use our telephone prefix (+383); It would serve your website to understand the size of your users in Kosovo. We are keen Internet users. Adding Kosovo to your menus would help us to inform you precisely about our location. The number of requests that users in Kosovo have made to PayPal to recognize us is incredible. Your supportive response would help us to overcome a technological barrier affecting internet users in Kosovo trying to use the PayPal experience.
