Hello, @Ryandua. What you described is certainly not the kind of experience PayPal wants for customers! Something that often helps resolve this kind of situation is to log off from everything on your computer, delete the cookies and temporary internet files and re-start your system.
If the error persists, the only option would be to contact Customer Service directly. I'm sorry for any inconvenience that might cause.
