I just posted the same thing. I just tried to checkout with my PayPal account to purchase from an Etsy Seller in Russia. I am in U.S. and have purchased from Russia on Etsy previously. I received the "To comply with international regulations, this transaction has been declined." At this point, I don't know what to do. I don't want to give my credit card through Etsy Message system to the Seller. Ugh.
